Magic Items and Metamagic Spells
With the right item creation feat, you can store a metamagic version of a spell in a scroll, potion, or wand. Level limits for potions and wands apply to the spell’s higher spell level (after the application of the metamagic feat). A character doesn’t need the metamagic feat to activate an item storing a metamagic version of a spell.

Can sudden metamagic feats (CAr) be used to scribe
scrolls or craft wands that include the metamagic effect? If

You can use a sudden metamagic feat in item creation; the cost to create the item would be just as if you were using the regular metamagic feat. For instance, using your Sudden Widen feat to create a scroll of widened fireball would cost as much as a scroll of a 6th-level spell (which is what a widened fireball is). The act of creating the scroll or wand would expend your daily use of Sudden Widen (since the act of creation triggers the spell, making it unavailable for casting).

Recharging Charged Items
Most charged items in the D&D game cannot be recharged, which is why some people complain that they can't find the recharging rules.
A handful of items can be used again once the spells stored in them have been expended, such as the ring of spell storing and the ring of counterspells, but these items aren't really charged, they're really long-term spell storage devices. A ring of spell storing or ring of counterspells still has a magical aura when it doesn't hold a spell (see the ring descriptions).

Proprio perché non c'è una definizione univoca, nonostante la palese abusabilità della faccenda, perdonami questo patchwork di informazioni. All'epoca della stampa del Manuale del Giocatore non c'era la possibilità dello Spell Storing (ma solo "scroll, potion, or wand"), quindi si può applicare per analogia a TUTTI gli oggetti magici che possono contenere un incantesimo, proprio come un incantatore che ha "Metamagia Immediata" può creare pergamene metamagizzate (anche se 1/g) a livello aumentato e col livello incantesimo che aumenta come di consueto. La metamagia divina, quella immediata e qualunque altra riduzione, funziona solo se lanciata in maniera "classica": se cerchi di immagazzinare un incantesimo così alterato in un qualunque oggetto, si conta il livello modificato. Non c'è nessuna specifica in senso opposto, purtroppo, nemmeno nel Rules Compendium (maledetti).
Pertanto se il limite di immagazzinamento è 3, "Sì" a Dardo Incantato Potenziato (1+2), "No" a Tocco di Idiozia Potenziato (2+2). Quando un incantesimo entra in un oggetto, la metamagia diventa "normale" e il livello pareggia lo slot "utilizzabile" per il lancio.
L'unica eccezione a questa regola è l'incantamento "Pietra di Sangue", che specifica che può tenere solo Tocco del Vampiro e che lo considera (lei) lanciato Potenziato. La dicitura che riporti tu vale per calcolare la CD dell'incantesimo, proprio perché si eviti che ottimizzando la metamagia si ottenga come gradito benefit secondario anche l'aumento della CD (pertanto la classica "Palla di Fuoco Massimizzata" avrebbe comunque CD 10 + 3 + Caratteristica, e non 10 + 6 + Caratteristica).
